Former FERC Trial Attorney Deepens Firm’s Energy Regulatory Bench
Van Ness Feldman LLP is pleased to announce that Jean-Luc Kreitner has joined the firm as Of Counsel in its Energy Regulatory practice in Washington, D.C. Kreitner joins the firm from the Federal Energy Regulatory Commission (FERC), where he served as a Trial Attorney in the Office of Administrative Litigation.
Kreitner brings significant federal and state energy regulatory experience, with a particular focus on complex matters involving electric utilities, natural gas companies, and other energy market participants. At FERC, he litigated and helped resolve proceedings arising under the Federal Power Act, Natural Gas Act, and Interstate Commerce Act, working closely with regulated entities, state commissions, customers, technical experts, and other stakeholders. His experience includes matters involving market-based and cost-based rates, stated and formula rates, tariff and contract interpretation, cost allocation, rate design, prudence, and utility decision-making.

Prior to joining FERC, Kreitner practiced at national law firms, where he advised clients on a broad range of energy and environmental matters, including regulatory counseling, permitting, compliance, enforcement, and litigation. Earlier in his career, he spent several years with the Environmental Law & Policy Center, where he represented clients in energy and utility matters before state public utility commissions and in state and federal courts.

Kreitner is active in the energy and legal communities. He serves as a Director of the Energy Bar Association’s Northeast Chapter and as Co-Chair of the D.C. Bar Energy Standing Committee. He is also a member of the American Bar Association’s Section of Environment, Energy, and Resources. He has been recognized by The National Black Lawyers as a Top 40 Under 40 Attorney in Washington, D.C., and received High Honors on the Capital Pro Bono Honor Roll.
Kreitner earned his J.D. from the New York University School of Law, where he served as a staff editor of the Environmental Law Journal, and his B.A. in Political Science and Sociology from Northwestern University. He is admitted to practice in the District of Columbia, Illinois, Ohio, and Texas.
