Jean-Luc Kreitner is Of Counsel in the firm’s Energy Regulatory practice where he counsels clients on significant federal and state energy regulatory matters, with a focus on complex issues involving electric utilities, natural gas companies, and other energy market participants.
Jean-Luc joins Van Ness Feldman from the Federal Energy Regulatory Commission (FERC), where he served as a Trial Attorney in the Office of Administrative Litigation. At FERC, he litigated and helped resolve proceedings arising under the Federal Power Act, Natural Gas Act, and Interstate Commerce Act, working closely with regulated entities, state commissions, customers, technical experts, and other stakeholders. His experience includes matters involving market-based and cost-based rates, stated and formula rates, tariff and contract interpretation, cost allocation, rate design, prudence, and utility decision-making.
Prior to joining FERC, he practiced at national law firms, where he advised clients on a broad range of energy and environmental matters, including regulatory counseling, permitting, compliance, enforcement, and litigation. Earlier in his career, he spent several years with the Environmental Law & Policy Center, where he represented clients in energy and utility matters before state public utility commissions and in state and federal courts.
He earned his J.D. from the New York University School of Law, where he served as Staff Editor of the Environmental Law Journal, Symposium Chair of the Environmental Law Society, and Communications Director of the Black Allied Law Students Association. He currently serves as a Director of the Energy Bar Association’s Northeast Chapter and Co-Chair of the D.C. Bar Energy Standing Committee.
