David Yaffe was quoted in an article in Platts Inside FERC on the California Public Utilities Commission (CPUC) filing on feed-in-tarriffs.  Considering FERC's  specification that is was not ruling on the CPUC's actual price, Mr. Yaffe says, "The commission said in its original order that they weren't being asked to review the actual price and there was insufficient record."  He adds that, "To do what the CPUC wants, [FERC] would have to change that determination."
