Jeff’s practice focuses on the federal regulation of the energy industry, as well as drafting and negotiation of a wide variety of project development, operational, and commercial power contracts. He has significant experience leading clients through complex negotiations, regulatory concerns, and investor relations issues as well as counseling clients on matters before FERC and the U.S. Court of Appeals. 

Prior to joining the firm, Jeff served as in-house counsel to one of the largest renewable energy corporations specializing in the development, construction, ownership, and operation of wind and solar power plants, as well as energy storage systems worldwide. 

  • Experience
    • Negotiated and drafted engineering, procurement, and construction agreements (“EPC”) for both utility and distributed generation scale projects, engineering services agreements, and various consulting, operation, and maintenance agreements. 
    • Counseled construction department on all aspects of EPC contract administration, including drafting change order amendments, notices to proceed, and owner directives, as well as resolving contractor claims and disputes. 
    • Represented clients in matters before the Federal Energy Regulatory Commission (“FERC”), including drafting waiver requests to extend project operation deadlines, comments on rulemakings, complaints, and negotiations for settled rates. 
    • Negotiated interconnection agreements and associated interconnection documents, advised in dispute resolution procedures with regional transmission organizations (RTO), and interpreted RTO tariff documents and federal regulations for project management and development teams. 
    • Drafted shared facilities agreements and collaborated with various internal departments during financing transactions and after operations to address investor relations issues. 
    • Negotiated master Renewable Energy Credit (“REC”) sale and purchase agreements and drafted REC trade contracts for both utility scale and distributed generation platforms. 
    • Counseled clients on energy regulation matters before FERC and U.S. Court of Appeals for D.C. Circuit, including rate regulation, market based rate matters, contract negotiation, and regulatory compliance matters. 
    • Represented RTO clients in negotiation of various agreements related to interconnection of electric generation assets to transmission system. 
    • Counseled clients in preparation of rate cases, obtaining market-based rate authorization, securing regulatory approval for acquisition of new assets, and overseeing preparation of distribution service contracts. 
    • Represented and counseled transmission owner group in formulation of new pro forma service agreement.
