Claire focuses her practice on land use and environmental law where she represents both public and private clients with permitting, regulatory compliance, and project development under state and federal laws, including the State Environmental Policy Act (SEPA), the Shoreline Management Act (SMA), and the Growth Management Act (GMA). 

Prior to joining the firm, Claire worked as a paralegal in both family and immigration law. She volunteered as a Court Appointed Social Advocate (CASA) where she provided translation services and advocated for families navigating juvenile dependency proceedings. Claire also served as a member of the Blue Mountain Land Trust Advocacy Council. 

  • Experience
    • Assisting clients with land use approvals and regulatory requirements, with experience in boundary disputes related to development and permitting,  
    • Assisting clients with energy infrastructure development projects including permitting, land use and environmental issues, and drafting amendments to local ordinances and regulations, 
    • Supporting clients in administrative hearings, including preparing written submissions, coordinating witnesses and technical consultants, and assisting with hearing strategy, 
    • Assisting with strategic land use, environmental permitting, and regulatory review for the operation of a liquified petroleum gas export terminal in Washington state, including of complex local and State level compliance issues, 
    • Assisting PSE in the development of new energy infrastructure projects including permitting and land use issues.
