Carlos Flores is a member of the firm’s Government Advocacy and Public Policy practice, where he tracks and analyzes congressional legislation and Administration initiatives affecting clients in the agriculture, energy, and natural resources sectors.
Carlos advises clients on congressional advocacy strategies, including Farm Bill reauthorization, engagement with the U.S. Department of Agriculture (USDA) and Republican offices in Congress, and legislative development and introduction.
His portfolio also includes advocacy related to carbon capture, utilization, and storage (CCUS), enhanced oil recovery (EOR), and bioenergy with carbon capture and storage (BECCS) policies.
Prior to joining Van Ness Feldman, Carlos served as a legal intern for the U.S. Senate Committee on Agriculture, Nutrition, and Forestry under Chairman John Boozman (R-AR). He also gained experience through internships with Republican offices on Capitol Hill, a federal government affairs firm, the U.S. Environmental Protection Agency, and an agricultural trade association.
