Amy Beizer represents natural gas industry participants, and primarily interstate natural gas pipelines, on regulatory and compliance matters before the Federal Energy Regulatory Commission (FERC) as well as appellate litigation in federal courts. She has extensive experience representing natural gas pipeline clients in rate case litigation under both Section 4 and Section 5 of the Natural Gas Act (NGA) and in certificate and abandonment proceedings under Section 7 of the NGA. Amy works with interstate pipeline clients to develop and defend new service and rate offerings and to obtain approval for tariff modifications and certificate authorization in administrative proceedings. She also represents clients regarding regulatory compliance matters and in rulemaking proceedings before FERC. Amy has extensive experience in administrative litigation including preparing fact and expert witness testimony, all stages of discovery, preparing witnesses for hearing and briefing. Amy assists clients in establishing and maintaining compliance manuals and with regulatory due diligence. Amy works on contracts typical in natural gas transportation including precedent agreements, negotiated rate agreements and non-conforming agreements.
Before joining Van Ness Feldman, Ms. Beizer worked in the energy practices of two law firms. Prior to attending law school, she worked as a legal assistant supporting litigation in a law firm and served as a volunteer legal assistant for the U.S. Army's Judge Advocate General's Corps on an Army base in Germany.
