"The environment committee will probably not send a bill to the Senate by year-end, largely due to allowance allocation disagreements," said attorney Kyle Danish of Van Ness Feldman in Washington, "There are tens of billions of dollars of allowances at stake. You could put aside all of the other issues, and it would still be contentious."
