Mike Swiger was quoted with regard to the U.S. Supreme Court's reversal of a Montana Supreme Court ruling that required PPL Montana to pay rent on certain hydroelectric facilities.  Mr. Swiger said that the Montana Supreme Court's initial ruling "came as quite a shock, because for more than a century the riverbeds beneath [the facilities in question] have been treated as owned by private parties or the federal government."
