Mark Palmer  comments on Congress's need to increase Energy Title funding in the 2012 Farm Bill.  Mr. Palmer states, "the 2012 Farm Bill must continue the programs that have brought us this far, while at the same time, expand programs that will facilitate the commercialization of third and fourth generation biofuels."
