In an article discussing the second-tier appointees of the Obama administration that may prove to be extremely powerful, Mr. Danish comments on the role of the assistant administrator at the EPA.  He states that the assistant administrator will play a significant role in managing a "cap and trade" program that will regulate greenhouse gas emissions.
