Ben Yamagata comments on the impact of the Environmental Protection Agency's new proposal that would require all new domestic coal-fired power plants be built with CCS (carbon capture and storage) technology. He states, "the utility industry is not going to embrace CCS right now.  They're not going to do that until it works and until there are manufacturer guarantees."
