WASHINGTON, D.C. – Van Ness Feldman is pleased to announce that Margaret Claybour and Justin Moeller have been elected to the partnership effective immediately. Ms. Claybour and Mr. Moeller further strengthen the firm’s extensive energy regulatory capabilities.
Margaret Claybour’s practice focuses on representing electric utilities, merchant and renewable generators, and independent transmission companies before the Federal Energy Regulatory Commission (FERC), and advising clients on transactional and federal regulatory matters involving the energy industry. Ms. Claybour assists clients in developing regulatory strategy and structuring transactions, and advises them in ratemaking proceedings and settlement procedures. She also helps clients obtain various regulatory approvals, including Section 203 and 204 authorizations, and advises clients on compliance with the North American Electric Reliability Corporation (NERC) and regional entity reliability standards.
Justin Moeller’s practice focuses on representing electric utilities before FERC, with particular emphasis on cost-of-service rate proceedings involving transmission formula rates. He advises clients on issues concerning organized markets for energy and capacity, open access transmission tariffs, and issues related to transmission planning under Order No. 1000, including competitive developer solicitations. Mr. Moeller also counsels clients on issues related to FERC’s standards of conduct, affiliate pricing rules, reliability standards and related compliance obligations.
