Mark Palmer was quoted in the Quincy Herald-Whig during a roundtable discussion on federal funding for lock and dam improvements.  When addressing the issue of delay in obtaining the funding, Mr. Palmer said, "Budget issues are really tight.  I think the infrastructure projects (such as lock construction) will have some appeal, but 2012 is going to be a volatile year on Capitol Hill."
