Jennifer Owen is quoted in an article by The Atlantic on the six-month moratorium imposed on deepwater drilling.  In relation to the $20 billion claims fund and the $100 million moratorium fund established by BP, Owen says, "What's interesting about both of these funds is they're not legally obligated funds.  BP has somewhat voluntarily, somewhat under political pressure, set them up."  Owen continues on the issue of liability stating, "I think there will be a lot of very novel questions before the court in terms of liability and damages.  We are very much at the start of this."
