Jacob’s practice focuses on representing both public and private sector clients with complex land use and environmental matters and in administrative proceedings and state and federal court litigation. His experience encompasses a wide range of projects, including mix-used residential developments, renewable energy facilities, and public facilities. He has significant experience navigating myriad regulations affecting development, such as Washington’s State Environmental Policy Act (SEPA), the Growth Management Act (GMA), and the federal Clean Water Act (CWA). Drawing on his past experience as legal counsel to numerous city governments, Jacob is highly-skilled at counseling clients through multifaceted local government policies and procedures, including open public meetings, public records, and public-private partnerships (PPP).
