In the latest chapter of the saga of EPA regulation of mercury and other hazardous air pollution from coal- and oil-fired power plants, EPA has proposed to revisit its analysis of the costs and benefits of the existing Mercury and Air Toxics Standards and rescind its determination that it is "appropriate and necessary" to regulate these emissions -- while at the same time proposing to leave the regulations in place. Join our panel of environmental law and policy practitioners for a discussion of the legal, policy and practical issues at play in EPA's controversial proposal.
