Haley Mittler Franco works on transactional and federal energy regulatory matters affecting generation developers, independent power producers, investor-owned utilities, private equity funds, institutional investors, and power marketers.  Haley assists clients with federal energy regulatory issues related to the development, ownership, and operation of renewable and conventional electric generation facilities. 

Haley also regularly assists clients with general compliance matters related to the qualifying facility status, exempt wholesale generator status, and market-based rate authority, including market power analysis, complying with eTariff, and Electric Quarterly Report (EQR) requirements.  Haley assists the electric transactional group with federal regulatory due diligence and obtaining FERC approvals related to the purchase and sale of electric assets.  Haley also assists clients in auditing their Open Access Transmission Tariffs for accuracy and consistency with FERC requirements.  Haley prepares the necessary filings discussed above as well as conducts in-depth legal research and due diligence at both the federal and state levels for filings, regulatory compliance, and transactional matters.
