Shippen Howe has over twenty years of experience working in the electric power and natural gas industries.  He started in the energy industry working with Public Utilities Reports, Inc. where he concentrated on reporting and analyzing significant state public utility commission decisions, particularly on the implementation of the Public Utility Regulatory Policies Act (PURPA).  After serving as a law clerk to the administrative judges at the Federal Energy Regulatory Commission (FERC), Mr. Howe has been in private practice since 1987, focusing primarily on the natural gas industry.

At Van Ness Feldman, Mr. Howe has assisted natural gas pipeline companies construct significant new pipeline facilities in the United States, including such projects as the conversion of an 800-mile crude oil pipeline to natural gas service and the construction of over 1,500 miles of new natural gas pipeline facilities across 8 states to transport natural gas reserves out of the Rocky Mountains to the east coast.  Besides his thorough knowledge of FERC regulations and requirements under the Natural Gas Act (NGA) and the Natural Gas Policy Act (NGPA), Mr. Howe has substantial expertise on satisfying the requirements of numerous federal environmental statutes, including the National Environmental Policies Act (NEPA), the Coastal Zone Management Act (CZMA), the Energy Policy Acts of 2005 and 2007, the Endangered Species Act (ESA), the Migratory Bird Treaty Act (MBTA), the Wild and Scenic Rivers Act (WSRA), and the National Historic Preservation Act (NHPA). 

Mr. Howe also advises natural gas pipeline clients on day-to-day matters such as capacity release, tariff implementation and revision, and blanket certificate construction.  Additionally, Mr. Howe has assisted clients with rate filings and major audits of their FERC compliance procedures, including transportation contract compliance.
