Justin P. Moeller

Justin Moeller works in Van Ness Feldman's electricity group with a focus on FERC adjudicatory and rulemaking proceedings. He has represented investor-owned and municipal utilities before the FERC in a variety of contexts, in particular rate and complaint proceedings under Sections 205 and 206 of the Federal Power Act, respectively.  Justin has recent experience in counseling clients on issues related to wind integration.  He also has experience with administrative litigation, energy transactions, including power marketing, fuel supply, and asset sale transactions, and regulatory compliance programs, and has provided counsel to clients regarding NERC's reliability standards.

Professional Background

During law school, Mr. Moeller worked as a law clerk at Excelsior Energy, Inc. where he was responsible for conducting legal research and drafting memoranda concerning environmental permitting, Public Utility Commission proceedings, and statutory interpretation.
