Jay Ryan provides strategic counsel to electric utilities, merchant transmission developers, clean technology and renewable resource companies, power marketers, demand response providers, project developers, hydroelectric licensees, investment banks, and private equity firms. Mr. Ryan advises these clients regarding the implementation of wholesale power markets; the operation of regional transmission organizations; licensing and relicensing of generation assets; asset acquisitions, due diligence, and divestitures; energy and environmental legislative and policy proposals, including clean energy standard initiatives and state renewable portfolio standards; regulatory and compliance issues under federal and state energy and environmental statutes; and related administrative and appellate litigation. Mr. Ryan also serves as Managing Partner of Van Ness Feldman’s Electricity Practice.
Mr. Ryan’s recent representations include:
- Advising developers of a private equity-backed, 1000 MW, HVDC merchant transmission line on FERC regulatory and NEPA compliance matters.
- Counseling large-scale conventional and pumped-storage hydro-electric projects regarding relicensing and compliance issues.
- Negotiation of a multi-party settlement agreement valued at $1 billion.
- Advising independent power companies regarding the development of generation facilities, including renewable projects.
A 1988 graduate of the University of Rochester, Mr. Ryan received his J.D. from DePaul University College of Law in 1991. He received his LL.M. in International Law in 1993 from the Washington College of Law at American University, where he served on the editorial board of the American University Journal of International Law and Policy. Mr. Ryan also received an LL.M. in Environmental Law and Policy from the National Law Center of George Washington University in 1999. In 2005, he received his M.A., with honors, in National Security Policy from Georgetown University. He has published articles in several journals, including Waterpower, the Fordham Environmental Law Review, and the Boston College Environmental Affairs Law Review.
