Infrastructure Security Practice
As a member of Van Ness Feldman’s electric and hydroelectric practices, Mr. Ryan provides strategic, legal, and corporate counsel to electric utilities, merchant generators, power marketers, hydroelectric facilities, and financial institutions regarding the implementation of power markets, the development of regional transmission organizations, project development, hydropower relicensing, the restructuring of the electric utility industry, and related regulatory compliance.
Mr. Ryan also is Chair of Van Ness Feldman’s Infrastructure Security Practice. In this capacity, he advises utilities, water facilities, transportation systems, and oil and gas facilities with regard to legislative, regulatory, and private initiatives to protect critical infrastructure resources and assets.
Additionally, Mr. Ryan represents clients in all phases of administrative litigation including discovery, cross-examination, drafting of pre- and post-trial briefs, settlement negotiations, and associated appellate litigation. His work on behalf of clients before the U.S. Congress includes drafting legislation and testimony as well as preparing briefing materials for presentation to Members and their staff.
A 1988 graduate of the University of Rochester, Mr. Ryan received his J.D. from DePaul University College of Law in 1991. He received his LL.M. in International Law in 1993 from the Washington College of Law at American University, where he served on the editorial board of the American University Journal of International Law and Policy. Mr. Ryan also received an LL.M. in Environmental Law and Policy from the National Law Center of George Washington University in 1999. In 2005, he received his M.A., with honors, in National Security Policy from Georgetown University. He has published articles in several journals, including Waterpower, the Fordham Environmental Law Review, and the Boston College Environmental Affairs Law Review.
