Cheryl Feik Ryan counsels clients in the regulated energy industries on business transactions, regulatory compliance matters, federal policy trends and legislative initiatives. She is currently involved in providing strategic advice related to the ongoing restructuring of the electric utility industry.  In addition, she specializes in administrative litigation, particularly as it relates to economic regulation, and has represented electric utilities, natural gas pipelines, and oil pipelines before various federal and state regulatory agencies, as well as before federal courts.  Since 2001, Ms. Ryan has been involved in the California Refund Proceeding before FERC and the Ninth Circuit Court of Appeals, representing Pacific Northwest entities that sold energy to California.

Ms. Ryan actively counsels clients on matters involving the application of FERC’s new Enforcement Policy Statement and expanded civil and criminal penalty authority under the Energy Policy Act of 2005.  She has been involved in developing comprehensive internal FERC compliance programs for a number of electric utilities and has represented clients before FERC's Office of Enforcement in operational audits and enforcement investigations.  She has also provided employee training and day-to-day counsel on a number of compliance issues facing utilities, including FERC's rules governing Market Manipulation, Standards of Conduct, Code of Conduct, Market Behavior Rules, Price Reporting, Open Access Transmission and OASIS requirements.

Prior to entering private practice in 1990, Ms. Ryan held positions at both the Interstate Commerce Commission and the Federal Energy Regulatory Commission.
