Britt Speyer Fleming represents automobile manufacturers, electric utilities, engine and equipment manufacturers, trade associations, and coalitions before Congress and federal agencies. Her practice focuses primarily on environmental law and regulation, energy policy, transportation, and technology development issues. Since joining the firm in 1997, she has advised clients on various federal environmental and energy policy laws, with special emphasis on the Clean Air Act, the Energy Policy Acts of 1992 and 2005, the Energy Policy and Conservation Act, and the Transportation Equity Act for the 21st Century.

With regard to the Clean Air Act, Ms. Fleming represents clients in the development of regulations addressing air toxics and counsels them on related implementation and compliance matters. In addition, she advises clients on the implementation of National Ambient Air Quality Standards, including the 8-hour ozone standard and the fine particulate matter standard. Ms. Fleming also counsels clients on federal and California vehicle emissions standards and on emission standards for off-road engines.
