Howard Shapiro has extensive experience in appellate litigation, particularly as it relates to economic and environmental regulation, and antitrust law. He has litigated a wide variety of matters in the federal district courts, courts of appeals, the United States Supreme Court, and in the Federal Energy Regulatory Commission. Mr. Shapiro has specialized in the drafting and revision of appellate briefs. He also has tried cases before administrative law judges.
Mr. Shapiro’s practice has embraced a variety of energy and environmental issues ranging from the merger of utilities to environmental questions arising in federal hydropower licensing and under the Clean Air Act. He also has participated in matters involving Native American rights, regulatory takings, statutory preemption, and federal-state disputes under the Commerce Clause. Mr. Shapiro’s counseling activities have included particular focus on the interface between antitrust law and economic regulation. He also counsels on administrative and environmental law issues, including judicial review.
