Cheryl Feik Ryan primarily counsels clients in the regulated energy industries on business transactions, regulatory compliance matters, federal policy trends and legislative initiatives. She also specializes in administrative litigation, particularly as it relates to economic regulation, and has represented electric utilities, natural gas pipelines, and oil pipelines before various federal and state regulatory agencies, as well as before federal courts.
Since 2001, Ms. Ryan has been very active in the California Refund Proceeding before FERC and the Ninth Circuit Court of Appeals, representing Pacific Northwest entities that sold energy to California. She has also been active in the electric restructuring debate that is being driven by efforts of the federal government and others to increase the role of market forces in the energy sector. In addition, she advises clients on legal issues and business strategies related to regional transmission organizations; divestitures, mergers and corporate restructuring; market monitoring; transmission pricing and access; standards of conduct and other affiliate issues; transmission access and interconnection issues; and power supply arrangements.
Prior to entering private practice in 1990, Ms. Ryan held positions at both the Interstate Commerce Commission and the Federal Energy Regulatory Commission.
