Celia Martellino’s practice focuses primarily on energy and environmental matters, with an emphasis on regulatory compliance. She assists public power utilities on issues relating to the development and acquisition of power projects, ratemaking, hydroelectric facility regulation, and various regulatory matters before the Federal Energy Regulatory Commission (FERC).

Among Ms. Martellino’s recent or ongoing electricity matters are representation of a public power utility relating to a Midwest Independent System Operator proceeding and drafting of power purchase agreements and interconnection agreements for a wind generation project. Other representations involve the drafting of pleadings, requests for rehearings, interventions, and comments before FERC.

With regard to hydroelectricity, Ms. Martellino is involved in the relicensing of the New York Power Authority’s Niagara Power Project, the largest FERC-licensed project in the United States. In addition, she assists in general counsel representation of a public-private cooperative venture to develop a clean coal power plant.
