Mr. Kozlowski has been a frequent speaker and lecturer on air, noise and water compliance issues at national and international symposiums, conventions, and workshops. He has nearly thirty years of high level legal and management experience in environmental regulatory issues and an in-depth knowledge of air pollution and water pollution regulatory programs, policy development procedures of the federal agencies, compliance and enforcement matters. Since coming to Van Ness Feldman, Mr. Kozlowski has been involved with numerous regulatory, legislative and enforcement issues, primarily in areas affected by the Clean Water Act and the Clean Air Act.

Professional Background

Rich Kozlowski joined Van Ness Feldman in early 1994 after he concluded his twenty-two year career at EPA as Director of the Water Enforcement Program, where he was responsible for development of compliance and enforcement policies under the Clean Water Act. Previously, he served as Director of the Field Operations Enforcement Division in EPA's Office of Mobile Sources, with responsibility for its fuels, emission warranty and anti-tampering programs. Mr. Kozlowski also directed EPA's noise abatement enforcement program and served a one-year fellowship at Hoffman-LaRoche under the Presidential Executive Exchange Program.
