Ms. Campbell's practice focuses primarily on environmental matters. She assists automobile manufacturers, electric utilities, engine and equipment manufacturers, trade associations, and coalitions with various federal environmental and energy policy issues before Congress and federal agencies. She also works with clients on legislative and regulatory options for addressing GHG emissions, and advises on federal, state, and international activity on climate change.
With regard to the Clean Air Act, Ms. Campbell advises clients in the development of regulations addressing air toxics and counsels them on related implementation and compliance matters. In addition, she advises clients on federal and state vehicle emissions and on-board diagnostic standards, Corporate Average Fuel Economy (CAFE) matters, and the implementation of National Ambient Air Quality Standards, including the 8-hour ozone standard and the fine particulate matter standard.
In addition, Ms. Campbell represents Alaskan entities, including municipalities, on a variety of federal energy issues before Congress and federal agencies.
Professional Background
As a legal intern at the U.S. Environmental Protection Agency’s Office of Planning, Policy Analysis and Communication in the Office of Enforcement and Compliance Assurance, Ms. Campbell drafted guidance on agency compliance with public notice and comment requirements of the Administrative Procedure Act when exercising enforcement discretion on a class-wide basis. In addition, she was responsible for researching potential landlord liability for tenant violations of CERCLA, RCRA, TSCA, and other major environmental statutes.
Ms. Campbell also conducted a nationwide survey of state electronic environmental reporting initiatives for development of EPA policy on acceptance of electronic reports and records, focusing on accuracy, admissibility, and verification of paperless records. Further, she contributed to the research and drafting of enforcement provisions and the final version of a site-specific rule for Virginia bioreactor landfills under Project XL.
