Vincenzo Franco’s practice focuses primarily on the area of electric power. He represents investor-owned electric utilities, independent power generators, power and gas marketers, and municipal electric utilities on transactional and regulatory matters involving the Federal Power Act, the Public Utility Regulatory Policies Act (PURPA), and the Public Utility Holding Company Act (PUHCA). Mr. Franco regularly counsels clients on issues related to power purchases and sales, market-based rate authorizations, sales and acquisitions of power projects, participation in organized markets, and regulatory compliance. He has represented clients in administrative proceedings, settlement negotiations and investigations at the Federal Energy Regulatory Commission (FERC) and in proceedings before federal courts. Mr. Franco’s pro bono activities include representation of asylum seekers and aliens before the Department of Justice’s Board of Immigration Appeals.
