L. Doug Carter

Senior Energy Advisor*

Doug Carter provides advice and representation on coal technologies, environmental requirements, and energy matters.  He develops technological roadmaps for coal including coal-to-liquids technology and advanced power systems for use by the Coal Utilization Research Council (CURC). In addition to providing technical advice to CURC members, Mr. Carter frequently makes presentations to congressional staff on current and future coal technologies.

Capping a 27-year career at the Department of Energy (DOE), Mr. Carter brings to the firm a wealth of knowledge of — and experience with — the DOE’s environmental programs. As Director in the Agency’s Office of Planning & Environmental Analysis, Office of Fossil Energy, he was responsible for strategic planning, as well as environmental regulatory and legislative analysis related to the DOE’s coal research and demonstration programs. In this position, he evaluated the coal provisions in the House energy bill (H.R. 6), analyzed the role of financial incentives in accelerating deployment of emerging coal-based technologies, and assessed the potential for coal gasification to provide lower cost fuel and feedstocks to the industrial sector.

Mr. Carter previously served in the Agency’s Policy Office, where he participated in a range of activities related to the development of multiple National Energy Plans. While serving in the DOE’s Office of Environment, he conducted studies of the environmental implications of advanced fossil fuel-based technologies, including Integrated Gasification Combined Cycle (IGCC) power systems, and synfuel technologies. With a background in both power technologies and environment, Mr. Carter has actively represented the DOE in interagency reviews of several recent environmental initiatives, including New Source Review reform, the Clear Skies Initiative, and regulations related to mercury control, interstate air pollution transport, and cooling water intake structures.

Professional Background

Prior to joining the DOE, Mr. Carter held various positions in the U.S. Environmental Protection Agency’s Air Program and Office of Enforcement.

Mr. Carter holds a degree in Mechanical Engineering from North Carolina State University, where he received his B.S. in 1970. He received his M.S. in Environmental Engineering from the University of Florida at Gainesville in 1975.
