Andrew Art represents electric utilities and other electric industry participants before the Federal Energy Regulatory Commission (FERC) on a variety of matters, including industry restructuring and regulatory issues under the Federal Power Act.

Mr. Art has advised municipalities, investor-owned utilities and independent power producers in matters such as compliance with mandatory electric reliability standards, and other regulations, enforcement investigations, drafting and negotiating of contracts, and transmission system interconnection agreements. Mr. Art has represented the nation’s largest municipal utility in regulatory proceedings, agency rulemakings and settlement negotiations before the FERC, including the litigation involving the energy crisis in the Western United States during 2000-2001.

Professional Background

Prior to joining Van Ness Feldman, Mr. Art was an analyst in a not-for-profit agricultural and environmental policy research organization.
