Pam Anderson draws upon 16 years of practice at the federal level — as well as 10 years of prior experience at a major Colorado electric and gas utility — to represent utilities and natural gas, crude oil and products pipelines throughout the country. As a certified public accountant, she regularly combines her legal and financial expertise to help clients negotiate complex business transactions. Ms. Anderson has an in-depth understanding of the programmatic issues that relate to international power development, climate change, and technology transfer.

Ms. Anderson advises energy companies on both reactive and proactive measures to ensure compliance with a variety of requirements, including FERC’s Standards of Conduct and market manipulation rules, as well as corporate governance and risk management. She has developed practical business solutions to the regulatory issues that many of the firm’s utility and pipeline clients face.

In her representation of electric utility clients, Ms. Anderson has significant experience working through transmission tariff issues, as well as the complexities of RTO and ISO development and participation for both transmission owners and customers. She represents public power clients — including several of the nation’s largest — and joint action agencies with regard to regulatory and corporate compliance matters, power purchase agreements, and electric generation and transmission construction.

Ms. Anderson represents major natural gas pipelines across the spectrum of federal regulatory issues, including all matters associated with regulatory compliance, rate litigation, certificates, and new construction and expansions. She also has experience counseling intrastate pipelines and local distribution companies on compliance issues. Ms. Anderson represents oil pipeline clients and crude oil marketers on rate and tariff matters.

Ms. Anderson counsels clients on the tax implications of federal regulatory activities, creating tax incentives for the use and development of alternative energy sources and pursuing tax credits. She also works with clients to ensure that their regulatory and tax divisions have a common understanding regarding the potential impacts of new corporate strategies and mandatory regulatory changes.
