Willie Phillips works with investor-owned electric utilities, power generators, renewable developers, and municipalities on litigation, public policy, transactional, and regulatory matters. He assists clients with issues regarding electric transmission, natural gas project development, and regulatory compliance, and he has worked with a team litigating a power sales contract dispute in state court. Mr. Phillips also advises clients on hydroelectric issues, and he is involved with several relicensing proceedings before the Federal Energy Regulatory Commission (FERC). In addition, Mr. Phillips assists clients with policy developments on the state and federal level, focusing on renewable energy and energy efficiency matters.
Professional Background
Before joining Van Ness Feldman, Mr. Phillips worked as an Energy Associate at Balch & Bingham, LLP in Birmingham, Alabama and Atlanta, Georgia. Among other tasks he advised large electric utilities on regulatory and policy matters, and assisted with litigated and administrative proceedings.
As a Legal Intern in the Executive Office of the President, Mr. Phillips researched and analyzed legal issues throughout the Office of Administration, including White House Press Corps and security clearance issues.
Mr. Phillips also worked as a Deputy Press Secretary in the office of U.S. Senator Jeff Sessions staffing and organizing media events and developing press materials.
