Kevin Gallagher’s practice focuses on global climate change, the Clean Air Act, the Energy Policy Act of 2005, and other environmental and energy matters. His work involves counseling clients on both policy and transactional aspects of climate change, including assisting clients with their needs related to legislative and regulatory policy developments and greenhouse gas emissions trading transactions.
Mr. Gallagher received his J.D. from American University, where he was a member of the International Law Review and the Sustainable Development Law and Policy Journal. Mr. Gallagher received his B.A in Finance and M.S. in Accounting from Trinity University in San Antonio, Texas.
Professional Background
Prior to joining Van Ness Feldman, Mr. Gallagher was a Senior Research Associate with the Public International Law and Policy Group (PILPG). In that capacity, he managed a team that assisted the Government of the Republic of Georgia in its preparations for negotiations with the region of Abkhazia; supported the Anuak of Ethiopia in seeking redress for, and protections against, human right violations committed by the Government of Ethiopia; and aided the Republic of Armenia in resolving the crisis in Nagorno-Karabakh and preparing a draft constitution for the region. His work with PILPG addressed issues including the allocation of power between state and sub-state entities; refugees and internally displaced persons; establishing autonomy rights for minority ethnic groups; and security and disarmament.
As a law clerk with the Department of Justice, Mr. Gallagher researched and drafted memoranda on domestic and international environmental law issues relating to bilateral investment treaties and Department litigation.
