FERC Takes Next Step Toward Establishing Mandatory and Enforceable Reliability Standards for Summer 2007

In an order issued on October 20th, the Federal Energy Regulatory Commission (Commission) unanimously approved a notice of proposed rulemaking (NOPR) proposing to adopt 83 mandatory Reliability Standards.  The Commission's NOPR is the third major step in implementing Section 215 of the Federal Power Act, following up on the issuance of the Commission's reliability program framework in Order No. 672 and the July 20th, 2006 certification of the North American Electric Reliability Council as the Electric Reliability Organization.  The Commission intends to finalize these proposed Reliability Standards in early 2007 so that the standards are in place, and fully enforceable, by June 2007.
