Michael McBride comments on the heavy workload the Surface Transportation Board will be facing in the near future.  Mr. McBride states, "the issue of market dominance was bifurcated [in two chemical cases].  Arguably that was for efficiency to get the issue of market dominance resolved before moving onto rate reasonableness."
