Bob Szabo comments on the Surface Transportation Board's (STB) June 30 ruling in favor of DuPont, who challenged CSX Transportation's freight rates on chemical shipments.  Believing that the STB's ruling was unsuccessful in cutting rates to a reasonable amount, Mr. Szabo states, "We don't consider this any kind of meaningful relief.  The rate challenge process is still broken."
