In a Megawatt Daily article on climate change, Kyle Danish talks about the possibility of a cap-and trade bill being passed in Congress this year.  He believes a bill has a 50/50 chance.  He says, “A whole host of factors stand in the way, including the fact that it is an election year. However, I expect that Kerry, Graham, and Lieberman will make a real run at it, and the specter of [Environmental Protection Agency CO2] regulation will be a driver.”
